(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：包括但不限于節(jié)能產(chǎn)品政府采購、環(huán)境標(biāo)志產(chǎn)品政府采購、促進中小企業(yè)發(fā)展、支持監(jiān)獄企業(yè)發(fā)展、促進殘疾人就業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: Including but not limited to government procurement of energy-saving products, government procurement of environmental labeling products, promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises, and promoting employment for people with disabilities.

(c)本項目的特定資格要求：1、符合《中華人民共和國政府采購法》第二十二條規(guī)定的供應(yīng)商。2、落實政府采購政策需滿足的資格要求：
本項目專門面向小微企業(yè)。
3、其他資格要求：
3.1根據(jù)《上海市政府采購供應(yīng)商信息登記管理辦法》已登記入庫的供應(yīng)商。
3.2本項目不允許聯(lián)合體投標(biāo)。
3.3未被列入《信用中國網(wǎng)站》（www.creditchina.gov.cn）失信被執(zhí)行人名單、重大稅收違法失信主體和“中國政府采購網(wǎng)”（www.ccgp.gov.cn）政府采購嚴重違法失信行為記錄名單。
3.4為該采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該項目的其他采購活動。
3.5單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。
3.6符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔2024〕12號）第17條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
