(b)落實(shí)政府采購政策需滿足的資格要求：本次采購若符合政府強(qiáng)制采購節(jié)能產(chǎn)品、鼓勵(lì)環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、促進(jìn)中小企業(yè)發(fā)展、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向小微企業(yè)采購。評(píng)審時(shí)，小微企業(yè)產(chǎn)品均不執(zhí)行價(jià)格扣除優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)。（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫〔2019〕18號(hào)和財(cái)政部財(cái)庫〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。(4）購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。

(c)本項(xiàng)目的特定資格要求：（1）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購活動(dòng)）；（2）建筑機(jī)電安裝工程專業(yè)承包三級(jí)及其以上資質(zhì)和消防設(shè)施工程專業(yè)承包二級(jí)及以上資質(zhì)
（3）具備有效的安全生產(chǎn)許可證；
（4）本項(xiàng)目擬派項(xiàng)目負(fù)責(zé)人須具備機(jī)電工程專業(yè)二級(jí)（及以上）注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)知識(shí)考核合格證書，且不得擔(dān)任其他在建建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人。

(c)Specific qualification requirements for this program: (1) It must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). (2) Professional contracting qualification for building mechanical and electrical installation engineering at level three or above and professional contracting qualification for fire protection facilities engineering at level two or above. (3) Possessing a valid work safety license. (4) The proposed project leader for this project must hold a second-level (or above) registered constructor professional qualification in mechanical and electrical engineering, possess a valid certificate of qualification for safety production knowledge assessment, and shall not concurrently serve as the project leader for any other ongoing construction project.

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
